MALOBA Lingala speech corpus (automatic speech recognition), version 3.2. Lingala audio paired with Lingala transcriptions: 18,767 annotated segments, 58.1 hours, from radio programmes of Radio Rurale of the Republic of Congo. This is a speech dataset, not a translation dataset: French appears only as code-switching within the speech.
Licensing
Nwulite Obodo Open Data Licence 1.0 (NOODL-1.0)
https://licensingafricandatasets.com/nwulite-obodo-licenseRestrictions/Special Constraints
Open to all users who accept the NOODL-1.0 licence. Access requests are approved automatically so that every user is identified and accepts the licence before downloading. Users based outside Africa and developing countries must contact Congo Digital Services and agree terms before any use, as NOODL-1.0 requires. Attribution to Radio Rurale (rights holder) and to the MALOBA project is required.
Forbidden Usage
Training on the test split. Any use that does not comply with NOODL-1.0, including use outside Africa and developing countries without prior agreement with Congo Digital Services. Attempting to identify the speakers, or cloning or imitating their voices.
Ethical Review
Source and agreement. The recordings are Lingala programmes from the archives of Radio Rurale Congolaise (RRC), the public rural radio of the Republic of Congo. RRC is a data partner of MALOBA, the national project for the digitisation of Lingala, carried out by the consortium WYMEE / Congo Digital Services / SACLI under UNDP contract no. 10479844 (UNDP-COG-00153, Local Language Accelerator Programme). RRC was approached as a data partner at the start of the project and signed a collaboration agreement with the consortium in May 2026 (operational annex A2 to the consortium framework agreement). Under this agreement, RRC keeps full ownership of the recordings and grants the consortium a non-exclusive licence to build the Lingala corpus, train and evaluate AI models, and publish scientific work. RRC must be credited, and a benefit-sharing mechanism in favour of RRC is provided if the corpus generates commercial use or revenue, including when it is released under NOODL. The consortium also commits to Congolese data protection law (Law no. 29-2019) and to removing personal identifying information. People heard in the recordings. Presenters, guests and callers spoke on air in public programmes. Consent for this dataset was given by RRC as the rights holder; CDS did not contact the speakers individually. The dataset contains no names, contact details or speaker metadata. Anyone who recognises their own voice can ask for the recording to be removed by writing to [email protected]; removed recordings are excluded from the next version. Contributors and compensation. The recordings were segmented and transcribed in Label Studio by Lingala-speaking annotators, following a written annotation guide. Annotators were either CDS employees, paid a salary, or external contributors engaged by CDS and paid per task or through allowances, in particular for linguistic validation. They were trained in the annotation protocol on the job. A further AI training programme for contributors, in three sessions with a certificate, is planned and will be organised and delivered by CDS. Risks and safeguards. Voice recordings are personal data. The main risks are re-identification of a speaker and misuse of the voices, for example for voice cloning. Access is gated, and every user accepts NOODL-1.0 and agrees not to identify the speakers or clone their voices.
Intended Use
Training and evaluation of Lingala speech recognition (Whisper, MMS).
TECHNICAL DATASHEET — MALOBA Lingala Speech Corpus (ASR), v3.2
TYPE OF DATASET Speech dataset for automatic speech recognition (ASR): audio segments paired with Lingala transcriptions. This is NOT a translation dataset. French appears only as code-switching inside Lingala speech.
SOURCE AND COLLECTION Radio programmes in Lingala provided by Radio Rurale, the sole owner of the recordings, which consented to their use in the project and to the distribution of this dataset. 210 source recordings were segmented and transcribed by annotators following a written guideline (Label Studio): lower case, no punctuation, no tone marks, numbers written in words, tags for code-switching and non-speech noise.
SIZE AND FORMAT 18,767 segments, 58.1 hours. Audio: FLAC, 16 kHz, mono. Segment duration 0.3–25 s (median 9.1 s).
DEDUPLICATION AND SPLITS Each segment carries a fingerprint (empreinte_pcm, SHA-256 of the decoded samples). Splits are drawn on this fingerprint, so identical audio never appears in two splits. 1,959 segments (10.4 %) are repeated audio copies; they are kept but always grouped in the same split. The 58.1 h figure includes them.
TRANSCRIPTION HARMONISATION (deterministic; no human editing and no generative model)
COLUMNS audio, text, transcription_v3, transcription_harmonisee, modifications, nb_modifications, empreinte_pcm, id_enregistrement, duree_s, vu_train_v2, vu_validation_v2, dans_test_v2, eval_propre.
RECOMMENDED EVALUATION Use split == "test" and eval_propre == True. Apply the same harmonisation to model outputs before scoring. Report WER and CER, both raw and normalised. The test set has only 19 recordings: use bootstrap over recordings for confidence intervals. Spelling variation alone accounts for roughly 5 points of WER on the test references, so raw and normalised scores should not be mixed.
KNOWN LIMITATIONS
VERSION HISTORY v2: rebuilt corpus. v3: deduplicated, splits redrawn on the fingerprint. v3.1: first harmonisation. v3.2: current reference (fixed ͻ → ɔ, 115 occurrences). LICENCE AND CONTACT NOODL-1.0 (gated access). Contact: [email protected]
ACCESS The dataset is open to anyone who accepts NOODL-1.0, not only to CDS members. Access requests are approved automatically: this records who downloads the data and ensures every user accepts the licence, including attribution to Radio Rurale (the rights holder) and to the MALOBA project. Users outside Africa and developing countries must contact Congo Digital Services before any use. Access can be revoked if the licence is not respected.
